Briscoe who presen Led Lhe following n-:~olutions and Preamble which, al'ler a short discussion wrrr unanimou::ly adopted: Whereas there is no Custom House organized in any other part of tht' colonies of Texas, nor any duly upon imporlalions coll1·eted, and whereas duties have been collectecl here for the last thrl'e months, this being the poorest part of a poor country, there being an insufficiency of money lo pay Lhe duties on what importations have been made, trade every day decreasing ... Therefore: Resol\'ed. That the proceedings of lhe individuals claiming lo l,e Custom House officers al this place have neither been reasonable, just, or reptlarly legal: it being unreasonable and unjust to demand the whole duties of one small settlement, while the whole coast and border besides is free and open: and illegal because they have never presented themselves or their credentials to the civil authorities for their recognition, nor have the said authorities ever been notified hy the Government that any such officers have 1,een appointed for this port. Resolved, That the country as we believe is nol ahle to pay the. r1·gular rluti1~s accordin~ lo the regulations of the General Tariff.
