Under these circumstances it lwcomes our imperious duly to organize ourselves and be prepart'd for the worst lhal may befall us. We have been allracted lo this country hy lhe promises of protection to our rights and properties. We have sworn obediance lo the conslitutions of the General and Stale Government and we should no know 110 other rule of conduct than that prescribed in the co11stit11tions. We have been peacible and quiet we have avoided the quarrels & revolutions which have distracted the Republic and it should be our policy so long as the conslilulion is the rule of action to be quiet & peaceable. But while it is our duty to be soil is also a duty which we owe to ourselves our country our God and to the cause of human liberly throughout the wo1:lcl lo be prepared to defend our rights & liberties to the utmost exlremety. It is a mailer of regret lo me that a pretext for hostilities has been afforded by the sale of four hundred Leagues of Land by the state Government. It is a delicate maller lo me lo remark on the conduct of any officer of the Govt. but justice lo myself requires me to say that ·1 cannot justify the manner in which that sale was effected and I believe it be our duly lo disconnect ourselves entirely with that controversy. I siiall take such steps as I think called for by the occasion and I musl urge upon lhe citizens of this department the absolute necesily of a speedy organization of the i\lilitia in the most effeclual manner possible. 1 would also suggest to them the propriety of forming Volunteer corps and of co-opperating with the different Ayunlamientos in executing the orders which shall be ishucd lo them from this department. I have already ishued orders lo all the Ayunlamientos in the Depart. to organize the Militia forthwith the Law requires it - the present emergency requires it - and I hope none will be so wanting in duty to themselves and their country as to neglect to use every means for that purpose.
