ln addition to what Lt. Williams has said on the subject ot war and the appearances of things generally, the following information was received by the last mail.- The general Congress had declared that provisio11 in our State Constitution making the inhabitants [illegible] null and void on the ground that il is approved to the federal Constitution- there is a project before Congress proposing the stale of Veracruz lo set free all of the Slavery in the Republic, from what has already been done it is fair to conclude that this proposition will be over ruled by the Congress and passed into a Law.- The first is in yiolation of the federal Constitution and such rights and the latter opposed to the best interests in Texas and is [illegible] intend for that portion of the Republic from which it does appear close to me that they will stop at nothing short of the ruin of Texas and ideas of the Republic; I find it unnecessary to go into detail in as much as W. Williams has done so. I send you a circular containing short but clear and concise statements of facts and and cards which have brought about this [illegible J .- It has been suggested here, that it would be well for the [illegible] of the Capital of each Department to make a formal declaration of their [illegible] to the Constitution and Stale Authorities, without seeming to be alarmed or even aware of the [illegible] the general Govt.- It should be in strong but respectful language, this is a matter that I hope you will think of and mention lo the other members of the Adts.- 1 join W. Williams in soliei ting you and all friends to use your existing in stimulating the boys lo act promptly and in obediance to the call of the Govt. it is just and right that they should, much depends upon the [illegible] and part that Tejas takes in this matter. We will have here on tuesday [illegible] for Tejas and wiil want the assistance of all friends.- We got nothing by tuesday; mail from Col. Austin.-
