I doubt not that your Excellency has been much surprised at the nun~erous & frivolous complaints that haYe been presented by persons callmg themselves Citizens of this County, before the last session of Congress, they must have produced this conclusion and I regret to state it is a just one that our County is distracted with internal dis- ~ensions But Sir my reason for addressing you emanates from a far different source than the spleen of a vindictive and party spirit, I beg briefly to ~tate the facts and hope most earnestly hope your Excellency will take the premises into serious consideration A person under the cognomen of C W Vickery was elected duly commissionC'd and sworn as one of the Associates of the County Court i~1 and for this County He the said Vickery was agreeably to a Cer- !tfiC'ate I have received from the War Department (a Copy of which 1s annexed) in the service of the Republic and subsequently discharged without any claim on the Government which I consider is tantamount to a Dishonorable Discharge l\[y object therefore in addressing you can be easily deduced and I most respectfully solicit that your Excellency will favor the Well Wish- ~rs of the Community with ,vour opinion on the subject.
