City of Guerrero, Wednesday, February 2, 18-10. · As all the periodicals of the Mexican republic disappeared after the· constitution of 1824 ceased to exist, that which was edited in these· villages shared the same fate fleeing from the persecution of the obscurantes who live there in Mexico disguised with the pompous name of great proprietors. As we can today under the protection of the- arm_v of these villages express our views with liberty, we propose to- ourselves to establish another [periodical] on the banks of the Bravo, which replacing the old Tamaulipeco, may increase the fears of the· f1·iends of relrocession. In it we shall set forth the dangers which are· continually caused by the savages, and the measures which should be adopted for repressing them and punishing them. We shall make known the state of the revolution on this frontier, its progress and resources, we shall insert the decrees and orders of the provisional government, and all the communications which the chiefs of our army have and hereafter may have with the governing powers of :Mexico,. judging it opportune for the present to make known to the people, in order to allay their a11xiety that on this date the negociations of peace- finally pronounced by Don Muriano Arista are closed and without effecL The price of this periodical will be two reales per month which will be paid to the Administration of rents of the Towns aforesaid. Today you have entered upon the sol- emn obligation of maintaining at all risks the provisional government of these States, and doubtless you know how to sacrifice yourseh·es in order to fulfill it. Our enemies will be frightened on seeing it born in the midst of all their forces, and they will charge on us with all their might in order to destroy it [ ?] But what is nil this worth when in our favor marches in the vanguard the tendencies of the centur_y and in the rearguard the sympathies of all the world? To no one is it given to turn back time, and the day of tyranny is left far behind. Compatriots. The Nobility, that unfortunately in l\Iexico is in con- trol of business, have wished, by force of tinsel and glitter, to subju- gate the Mexicans.
