I was by your Excellency appointed in January last Collector of this Port, and as I thought with a Salary that would give me a liveli- hood but after the Second Quarter I was instructed by the Hon. Secy of the Treasury That the salary would be 2½ pr ct. on Gross Receipts, and fees of office which will probably Amount to l 50 Dolls per Annum, That Amount your Excellency well Knows cannot support any man and I am told tho not officially that a Bill has passed both Houses of Congress for the permanent Location of the Custom House at Aransas and I canno_t consistently go there, therefore should any vacancy of office occur that you would deem me qualified to fill I would respect- fully solicit and shall ever be your greatful and Very Respectfully Yr obt Svt SAM HEWES [Endorsed:] Sam, Hewes Jan. 1. 1840

In the month of Oct. last I addressed your Excellency a private Letter on the subject of my dishonored application for a Captancy in the service of the Republic praying for an explanation of the causes and an adjustment of the error by which I was unfeelingly And I must add unfairly thrown out of the army- I have long and patiently awaited an answer and have come to the conclusion that Your Excel- lency does not deem it worthy of your consideration- I therefore ad- dress you again not as a private Individual & friend but in a public manner as Chief llfagistrate of the Nation I call upon you to for redress- I demand it I am a free citizen of the Republic of Texas, and my rights and feelii:igs as such must not be trampled ~pon or hidden under a bushel and I call upon your Excellency to satisfy me for the injury I have sustained.-by having the error rectified In my private Letter you will find t~e whole transaction state~.
