In the event of a vacancy occurring in the office of Secretary of Lega- tion near the government of the United States, upon the return of General Dunlap, I solicit your Excellency to confer on me the ap- pointment. Of my qualifications to fill the office which I presume to solicit, it does not become me to speak, your Excellency has known me long enough to form a correct judgment of them; I will merely take the liberty to say on this subject, that I think my knowledge of the French and Spanish languages will enable me to be peculiarly useful to the Minister, in the event of his having to correspond with the repre- sentatives of European powers and of Mexico, at ·w ashington, if Your Excellency shall think proper to accept this tender of my services.
