Dr. Ashbel Smith, which draft I cn<lorsed, having at the time every confidence and faith in the Go_vernme11-l and ils ,lgenls abroad-the draft was to have been paid in specie or its equivalent- it has not been paid- and I assure you that the second. demand, for the payment of it never should have ueen made to this Govt. if I had not been too poor to pay it myself.- I assure you Sir that I have suffered much in Consequence of this disagreable affair both in Credit and in feelings- Your imme-. diate attention t.o it will greatly oblige Your Sincere friend J.M. Conscious that you will overlook whatever may bear the semblance of presumption in this-commm1ication I have to request that in the case of J. W. Parker an officer in the l\farine Corps of the Texian Navy you wilI display your usual liberality in investigating the circum- stances and testimony connected with the case The fact is he is one of the most circumspect upright officers connected with the service and is really entitled to your admiration and esteem. The only honest charge that can be preferred against him by his most bitter and un- relenting enemies is simply that he will not indulge with them in their bachanilian meetings and midnight revelrys. That he is devoted to his profession every respectable officer in the service will acknowl- edge-Respectfully, Yr Sincere Friend JNO. S. EVANS N. B.
