GENERAL! Desirious of being employed in the surveying and laying out of the new seat of Government, I venture to address Your Excellency; and to ask the fa,·or of Your Excellency to prernil upon your agent, selected :for the location of said new Seat of G0Yernme11t, to accept of my services as surveyor and engiueer for said work. By your Excellency comply- ing with my wish, I shall feel myself under a very great obligation to you.- As to my abilities and character, I take the liberty of oferring to the honorable recommendation of the Secretary of Navy, General M. Hunt; besides this I am able to give reference to respectable citizens of this Republic and also to procure satisfactory certificates from well known engineers in the United States, and am in the possession of the necessary instruments of the first quality.
