DEAR )I JRABEA u Pardon my uncourtley address, I have not yet schooled myself to say your Excellency &C. but hope to learn better manners after a while. J am at length installe<l into my new office. I find about me some Yinegar faces, but I have the assurances of some of the most intelligent here that the appointment meets with general satisfaction. Even :Mr Borden himself is assiduous in affording me every facility in my in- duction into my new otrice. In selecting my clerks & other officers I ha,·e chiefly consulted Dr. Kelton & :i\Iajr Allen. Dr. Kelton has chosen the office of Cashier as being less onerous than the rest, and affording him some time to look after his private affairs. As he has manifrsted a ,·ery obliging disposition, declining to accept the appoint- ment of deputy Collector, as much to accommodate Joel as ,rnything else, and ns he wishes the appointment of Notary public for this port, an office he can very well couple with the one he now holds without the least incompatability, it would afford both him and myself a grati- fication shoultl you be disposed to give him that appointment. As no legal objection was found to Joel's appointment to the deputy ship, and as the law secures the appointment to the deputy for three years, or during the administration under which he is appointed, I thought best to secure to mYself the assistance of one of whose :fidelity I had better assurance than· I could possibly have of any other.
