To the Honble The Senate I have the honor to submit to the Senate, for their information, a copy of a letter which I recieved by the hand of Henry M Morfit Esqr. from the Honhle John Forsyth. I would remark to the Senate that I found, Mr Morfit an amiable intelligent and upwright man, that he made very minute enquirites into the condition of the Government, and of the Country generally, and I am persuaded his report to the Government will he as favorable as a due regard to veracity will justify. To The Honble The Senate, and House of Representatives. Gentlemen.
The 4th section of the general provisions of the Constitution contemplates the adoption and providing of a Seal for the Republic. I have the honor to submit to the inspection of Congress the form of a seal, consisting of a single star, with the letters, Republic of Texas circular, and to recommend its adoption as the seal of this Republic. I would also suggest to the consideration of Congress, the propriety of adopting and promulgating the form of national flag to he denomiated, The National Standard of Texas. And I would respectfully submit the following as a simple, emblamatic and distinctive conformation for such standard: Ground azure. A large golden Star central A flag for ordinary uses has already been practically adopted into the Navy and I recommend to Congress a legal sanction being given to it. Flags constitute the primary evidences of nationality to vessels
