An Ordinance and Decreefor creating a General Posl- 0.f!ice Department. SEC. 1. Be it ordained and decreed, and it is hereby or- dained and decreed, by the General Council of the Provisional Government of Texas, That there shall be, and there is hereby created and established a General Post-Office, to be under the charge and direction of a Postmaster-General to be appoint- ed by the General Council, who shall give bond with approved . security, in a sum not less than five thousand dollar~, payable to the Governor for the time being, and his successor in office. The "Postmaster-General" shall have power to appoint the necessary assistants and clerks for doing the business of his office: he shall establish Post-Offices and appoint postmasters nt such places as he shall deem expedient, on the Post-Roads that are or may be established by Ordinances and Decrees of the Provisional Government; he shall give instructions to the postmasters and all other persons he shall employ, or who may be employed in any of the Departments of the "General Post- Office," relative to their several duties: he shall provide for the carriage of the Mail on all post-roads that are or may be established by the Ordinances and Decrees of the Gov- ernment aforesaid, .as often as he shall think proper- having regard to the productiveness thereof; he shall obt11in from the several post-masters their accounts .and vouchers for the receipts and expenditures of their seve-
