To Captn. James D Boylan Comg Texian Schooner Viper T. N. Sir,

You will proceed with the vessel under your command round to Matagor<la Bay and there take on board such stores as you shall deem necessary, & when all on board and ready for sea you will proceed down & cruize as far South as the Latitude 24 You will board all vessels of whatsoever nation & examine their papers and if you deem their cargoes legal prizes of the enemys property you will take possession of them & send them to some port of the Republic for adjudication. You will in all cases respect the flags of all neutral nations provided they they are not found acting in concert with or assisting our common enemy in the war which is now waged against the Republic of Texas Given at Velasco lsr Oct. 1836 B d f th Pr "d t y or er o · e es1 en John A. [4276] [BURNET to TOBY] Executive Department Velasco 2nd October 1836 To Thomas Toby Esqr Sir By the Schooner Shenandoah I had the pleasure to receive your letter of ult. and also the blank Scrip. I presume you have still some scrip of the first authorization of 500,000 Acres, undisposed of. You will please continue your sales on that Scrip, and I trust such sales will answer the present wants of the Country. The authorization for the additional issue applies lo the Scrip to be signed here; you will therefore issue no more than 300,000 acres under your first power. The bonds of individuals transmitted to you, under charge of Col. A. Houston, were intended especially to facilitate the operations of the Quarter Master General in your City, and you will please appropriate them to that purpose.
