On motion of Mr. B:verette the following preamble anti Hc~ulu- tion was read. Whereas Messrs. Wharton, Austin and Archer, the agents of the Provis1onul liovernment of '.l'exns have made contracts for loans, with certain citizens of the United 8tatcs of America, and Where- as, the contract was to have ueeu rnt.iliccl by this Convention, and Whercus, the pre!'ent c>mergency of the country has compelled this Convention to form an .Executive Government, to whom plenary powers are granted, and in as much as it would be difficult to take into consideration the merits of the loan, with that reflection that would be necessary to clue justice to our cotmtry and the parties concerned. Be it therefore Hesolvecl, That the documents and papers, and all the information in the posse!!sion of this Convention be refere<l to the Executive Uovernment for their nction, and that they be, and are hereby impowered to rntify said loan or loans, or to make such compromise as the good fnith of our Country may require.- And the question being taken thereon, it was decided in the af- firmative.
