Immediately after the request of Congress that the Civil Govt. would resume the charge of these prisoners I directed the irons to be removed from them which was accordingly done. These prisoners are in the immediate custody of Capt Wm H. Patton who has a guard consisting of forty to fifty men. Capt Patton has expressed a wish to be relieved, and the proprietor of the premises, has also signified a desire that the prisoners should he transferred to other quarters. The guard and the prisonners are suffering many inconveniences which I trust will be remedied. The residence of the Officers (mexican prisonners) were directed to be removed from Galveston island to the town of Liberty, on the river Trinity and placed under the general supervision of William Harden Primary Judge of that municipality. A schedule of them is attached marked S. The non-commissioned officers and soldiers, (mexican prison- ners) remain on Galveston Island excepting such as have been distributed among the citizens. Many prisonners were distributed soon after their capture, by whose authority I know not, and some have been so disposed of by the Executive Govt. A list of the distributed so far as I have been able to ascertain them is appended marked T. [David G. Burnet]
