To the Honorable The Senate and House of Representatives Gentlemen
I transmit to you for your consideration and resolution copies of a contract entered into by the Government and interim, with Memucan Hunt Esquire, late a citizen of North Carolina in the United States. At the time the contract was made it was the prevailing opinion that the lately discomfited forces of Mexico, would renew their attempt to subjugate us as early a period as the Government of that country would be able to organise and equip them for this remote service. The government ad interim were naturally solicitous to guard against every imaginable contingency, and as most of the Volunteers that were then arriving in the country were for short terms of enlistments, the propositions of Mr. Hunt were considered as highly advantageous inasmuch as it presented a prospect of a considerable and permanent military aid arriving in season to meet the expected invasion. All the documents relating to this transaction are herewith submitted. I would respectfully recommend to Congress the ratification of the agreement entered into with Mr. Hunt who I am persuaded is now diligently employed in raising men therin contemplated, and who would probably sustain great pecuniary damage and deep mortification of feelings from the adoption of a different resolution.
