Minister of Legation near the Republic of Nicaragua Dear Sir In consideration of the existance of a dout, regeguarding, [sic] the peas- ful enjoyment of my buseniss In this country, I have been indused to put you in possession of the outlines of my conduct during my residence In this state. I came to this state from the United States in 1850 / a ciYel Engineer in the employ of the ship canal company. I continued In its survace and that of the llccessory Transit Company until they were arrested In there operations by the Walker and Rivas Governments. I was then appointed U. S. Vice Consul at San Juan del Snr. The duty of which I exicuted until about may 1856. I en- tered into a contract. for the slaughtering of cattle with President Rivas on the 28th. day of Febuary 1856. I continued In this buse- niss with various molestations by the civil war until January 1857 during which month I withdrew from the buseniss for the want of Protection. During the period, I was performing the duties of my contract, I was forsed to slaughter for the various parties that success- fully came into power at the same time responding to there drafts each and all as they drew on me. In payment for my contract. After withdrawing from the contract as aforesead I remained unoccupied until after the arrival of the U. S. Ship St Mary. From this date until the capitulation of Walker I was constantly occupied In render- ing without compensation all the good offices I could as Inturpriter bearer of dispatches and friendly negociator towards promoting and facilitating a final settlement of difficulties. I was among the first who brought news to this country of approaching filabustcrs. There · operatious were never promoting but adverse to my Interest, and I had 110 other personal connection with them than what my contrad with the Government compelled me to have. and this was exacted of me at the hazzard of my property as a proof of this fact I will direct your attention to letter marked A In the file accompanying this. In addition to this infringment on my rights I was in possession of Pass- ports and american protection rendered to me on 10th day of march 1857 which goes still further to -prove me disconnected with any party in this country. General J. Ma. Carias knowing the preservation of my nationalship, thaught fit to give me a safe conduct of date may 8th. 1857 being after the conclusion of the war and the withdrawing
