'fhe Department only desires that you should repair to your post as speedily as is consistent with the proper arrangement of your pri­ rnte affairs. But it is right that you should be apprized that your salary under existing law will not commence until the day you actu­ ally leave your home, en route for your Legation. Superadded to this, however, the law allows salary for thirty days prior to your leaving home, during which time, it is presumed, you are receiving your in­ structions.
