No. 2765 [1859 ,Tune 7, M. B. LAMAR, PUNTA AREXAS? COSTA RICA] TO THE GOVERNOR OF PUNTA ARENAS, [COS'L\ RICA]" 0 To His Excellency The Governor of Punta Arenas. Sir/ The prisoner l\Ir R<lwd. F. Conway complains that he is not able to collect important testimony in his own behalf, and prepare for his trial, in consequence of being denied the necessary intercourse with his friends, and also on account of not being allowed an Interpreter, without which it is impo:,:;.ihle for him to consult with his Lawyer. He also complains of suffering greatly from the u~e of double irons upon him; which he considers as a cruel precaution without any neces- sity for it, as he has neither the ability nor desire of escaping. I have thought it my duty to make known these complaints to Your Excel- lency, in orcler that your Excdlency might take such measures in the case as humanity and justice may seem to require. --
