C.];; 0 (Translation) The President of the Republic of Nicaragua to the President of the United States Great and good friend : His Excellency Mirabeau B. Lamar Minister Resident of the United States near this Government, having announced his determination to retire from Nicaragua for personal reasons, I have much satisfaction in attesting the zeal, energy and good success, with which he has applied himself to the business of his ~Iission. Unquestionably, no person could have done more, nor in truth so much, to promote harmony and good understanding between the two Governments. Faithful to his own country and friendly to this, his course has been distinguished by frankness, µioderation, propriety and dignity. . In all his relations, whether official or social, he has done everything which his position required. He has been courteous in his manners, of amicable disposition, and in his actions full of benevolence. These attractions have gained for him the confidence of this Govern- ment and the best wishes of the nation for his happiness. - The Nicaraguans will not fail to remember with satisfaction his residence in this Republic. · While I consider it my duty to say what is here expressed in justice to the Minister, I avail myself of this opportunity to add that his Excellency's wishes for peace & friendship have been fully reciprocated on the part of this Government. May God hold Your Excellency in his safe and holy keep- ing. Given at Santiago de Managua, on the Seventeenth day of the month of April, one thousand eight hundred and fifty nine.
