The Govt. as far as I can make out, want to dispatch Free Transit Decree, and Mr. Perez (the Secretary) to the U. S. by this steamer The Cass lrrizarri Treaty will also be picked up, and something done with it before the steamer sails. - I think it will be put on the table, and most probably J ermirno Perez will take a copy of the Ouseley Treaty to the U. S. - The Govt. is very much disgusted with the Senate, on account of their taking up all sorts of small fry propositions and leave the prin- cipal matters of importance aside I hope to put the "Free Transit" through the lower house in a few days, and be ready to accompany Mr. & Mrs. Russell to U. S. If anything new, I will not fail to write to you. - Yours very respectfully Henry Gottel [rubric] P. S. I hope you will know by this time better, how things stand, after having seen Sir William. NICARAGUA]'~ Managua, Widnesday night Mr. Lamar. 23 Feby. 1859 Sir, - Since my letter 46 in answer to yours of the 16th. inst I have received no communication from you - The accompanying documents came by the Costa Rica mail this evening - Mr Zeledon informed me this morning that the Treaty with Great Britain had been ratified by both branches of the Legislature, and that an official notification of the same would be sent to you - Fearing that this official communication might be delayed, I have thought it proper to despatch a courrier to inform you of the State of affairs, its importance and my duty have induced me to take this Step - I asked Gottel whether President Martinez had signed the Treaty with Great Britain, he said that he did not know - The Legislature are still engaged on the Free Transit project, there is every probability that it will pass in some shape - Enclosed I hand the only article that approximates to one referred to in your letter of the 16th. inst - You were misinformed as to its character -
