NICARAGUA?J 37 To illustrate the mode of dealing I relate to you occurrences I wit- nessed In the month of Decbr 1856 - the House of Balker advanced to the Government then under great necessities, a sum of money, to be repaid to him in orders of the Costumhouse for duties upon his own importation & as remumeration to admitt an Governmt indebtness to him, under the same privilege to the amount of about 6000 Dollars, after the arrangements were concluded and the money received by the Governemnt - the orders on the Costumhouse issued, next day a Decree of the Governmt appeared - to the effect: that considering the empoverished state of the treasury no orders issued on the Costum house will be taken in payment on the very day of issuing this Decree I was present at the Ministry - after they issued the Decree, they offered me in a payment of a small indebtedness an order on the Cos- tum house, which I declined Yours Louis Schlesinger No. 2725 [1858?, MIRABEAU BUONAPARTE LAMAR, MANAGUA?
