Dear Doctor, When I left San Jose I was satisfied from the result of your interviews with Genl. Canas and the President, that the Government entertained no idea of convoking an extra Congress to ratify the Belly Contract. Nevertheless Dr. Clivella and others assure me positively that this will be clone. I was much surprised at the intelligence and decided to forward at once my formal protest against such a measure; but still thinking that there might possibly be some mistake about the matter, in as much as you had made no allusion to it _in your notes to me, immediately scribbled off the enclosed long, rambling and diffusive letter 2 ;; to the President on the subject, not pausing a moment to attend to logical arrangement, condensation, phraseology, or even OHTHOGIUPHY; which by the way I desire You to correct. I have no time to make a fair copy, and I send stitched to- gether the loose sheets as I threw them off, without hardly taking time to breathe. I send the document to your care, and place it at your discretion and disposal. I do not wish you to deliver it to the Presi- dent, unless you think there is utility in doing so. You are on the ground - posted upon the subject - and will know better what course
