Minister Don Pedro•Celedon was kind enough to urge the copy of the document which you desired to be made at Managua and sent to Leon in time for me to copy it for you and to forward it by the Columbus of the lrst. Octber. He wrote to me on that occasion a verv polite and hearty letter. But Don Gregorio Juarez refused positively and perempfoly to hand to me that document untill the Columbus was already gone, although I remonstrated to him the necessity for you to get the copy by that Steamer. He answered me that this government was first and that Licdo. Don Ventura Selva was translating the Despatch, that he would deliver to me me [sic] the english original only when the translation was finished. So I wrote 21 to you by the last Columbus. I had made
