I have never been wanting in good .desires for the welfare of Nicaragua; and have always given her government - as your prede- cessor must undoubtedly remember - the most solemn assurances of the friendship and good-faith of the Unite<l States towards Nicaragua and all Central America; and if the kindly sentiments on my part, and the just intentions of my government were nothing heeded and illy requited, it is certainly no fault of mine. l\Iy policy was peace; and my path was straight. - But the tempting spoiler came and won the heart of the nation with his baseless and bewildering visions. And whither has his counsels lead? - Like a false pilot, he steered the Ship of State into stormy waters, and struck upon a rock. The vessel, however, has not foundered; she will quickly right herself; and with your faithful hand upon the helmn, and your steady eye, fixed upon the polar of Truth, I have no doubt that she will soon be safely moored into the haven of happiness and peace. Under all circumstances let us continue friends. We are too old to quarrel; and I hope too just for either to offer cause of quarrel. - ·

Dear Sir: Your letter <lated at S. Juan del Sur on the 2d. day of September with that of Consul Priest reached me at Leon - not be- fore the 24th. of the same month. I wrote immediately to l\Ir. Zeledon - as Secretary of State - and also a confidential letter as a friend of yours and mine in order to obtain here at Leon· a copy of the Instructions of Mr Cass · for the purpose of taking a copy for you and forward it to Costa Rica bv iliis Columbus • The good old Zeledon answered to me very kindly say- ing that a copy would be sent to :J\Ir Juarez, with private orders to this geutlcrnan to let me take a copy for you. In fact the copy came yes- terday, but )Ir Juarez refttses to give it to me in order to take my copy - until a gentleman of Leon has finished the translation which
