Lamar Leon Sir: In answer to Your inquiry .made of me - "if the Minister of Foreign Relations - or any other members of the Governement - ever stated to me, that You threatened this country with Filibusters"-; I have to say, that on my arrival at Managua the 24th. of June, when Mr. Irisarri in his oficial comunication at that time notified the Gov- ernement of Nicaragua of another probable Invasion of this Country by Filibusters, and when I myself equally said that a new Filibuster Expedition is very probable; on that occasion Mr. Cortez the Minister of Foreign Relations told me, that You said to him, not to believe any rumors concerning Filibusteros; as You were fully convinced that the U. S. Governement would never permit any Filibuster Expedition to leave their territory. - This is all I can state upon the subject, you enquired to know of.
