Bailey must eventually succeed. The Cass Yrisarri treaty, if it were ratified, is not sufficient to create an Ameri- can emigration. One of the greatest obstacles in the way of American enterprise here, .is the want of laborers. These must be supplied be- fore American or even native - planters or miners can never thrive here. White men [can not] labor in the fields here, Asirutic or African apprentices are impracticable on account of the government & people of the country Slaves will not be allowed & if allowed, would under any Central American government, unless protected by the United States, be insecure & liable to be lost to the owners A few hundred negroes, either apprentices or slave, would soon make a second San Domingo of the country, if they were not restrained by a stronger power than the white race of Central America can command -
