Garrison & Morgan agreed to ncgociate if Webster could get the charter modified and made more liberal. The charter in the mean while expired by limitation. - Webster & Harris then succeeded in obtaining a second charter from Costa Rica, offering to pay half million dollars. This charter expired also - Webster, and Allen, in the em- ploy of Vanderbilt applied for a third charter fro[m] Cos - Ri -:-- While the nego[ · 80 ] on, Irrisari, repre- senting [Ni]caragua, made a contract with Stebbins & Co-- On hear- in this Webster [ 80 ] Costa Rica to war against Nicaragua an[d s]eize on the Transit; the meantime did what he could to defeat the treaty in Washington City. Failing in all, Webster is now in Managua pretending to have bought said boats from Costa Rica for Vanderbilt.
