The secret of the Treaty business, is now, I see, entirely uncovered, The friends of the measure here, entertain still, great hopes of the speedy ratification of the measure, notwithstanding the present discouraging prospects and I myself think the chances are by no means against us, inasmuch as it may be expected that one, if not two, of the members who afford it will now vote in its favor. If at last, however, they should reject the Treaty, I shall be strongly inclined to wish the country and .its people to the devil, and I presume you would not disagree with me much, in this kindly desire Everything looks encouraging for my leather scheme. Vega and most the leading people here are enthusiastically in favor of it, and I may safely rely, I think on every vote in the Granada dele- gation. If you, General, will only be kind enough to use your influence with the Leon members I shall then be almost absolutely sure of its passage. I have today sent to the assembly the petition and I send you, with this, the original rough draught of the same. If you would be so kind, General, you might get your Secretary, to give you a clear copy, which you might show to those members or persons with whom you have the most influence. The members from Leon and Chincndaga, will perhaps be prejudiced against the measure, on the ground of its appealing the petty establishments for the making of rude leather, which exists in those places. However, the subject, once properly laid before them, I think that difficulty will vani,::h, If it is possible I shall be in l\Ianagua, myself, to attend to the matter in the course of fi\'e or six days.
