Department of War and Marine, ) Washington, 26th Sept. 1843. ) To Col. G. W. Hockley and Samuel M. Williams, Esq., Commissioners, &c, Gentlemen-Through the kind offices of the government of Great "Britain, Texas enjoys the prospect of peace with Mexico; and the President, animated with a desire to promote the interest of the coun- try, and the happiness and prosperity of its inhabitants, has thought proper, in conformity with the proposition of the President of Mexico, to appoint Commissioners to meet others, who will be named by Gen. Adrian Woll, at some convenient point on or adjacent to the Rio ·Grande, for the purpose of agreeing upon the preliminary articles for -the formation of an armistice, to be observed by both parties, pending -the negociations for a permanent peace, and adjustment of difficulties with Mexico: and for such period as may be esteemed necessary and agreed upon. To produce these results, and to manifest to the world the strong -desire which has at all times governed the President (when charged with administration of the government) for an honorable adjustment -of our relations with Mexico, and to evince full satisfaction for the friendly interference of the government of Great Britain, by a prompt attention to the change which has been produced, he has thought proper to confer upon you the discharge of the important commission of the perfection of thii, armstice, and other rel rations l connected with it: and I am charged by him to give to you the following as the points for your government and instruction: . 1st. You shall endeavor to establish a generRl armistir between this country and Mexico; which shall continue during the pendency of negociations with Mexico for a permanent peace, and adjustment of -the difficulties between the two countries, and for such further period as you can agree upon, requiring due notice to be given by either party -disposed to resume hostilities, to the other, through the minister of Great Britain resident at the corresponding Court, six months previous to any act of hostility. 2d. You will agree that the Government of Texas shall appoint -Commissioners, clothed with full powers to meet at the capitol of Mexico, to negociate for the adjustment of all existing difficulties be- -tween the two countries, and the establishment of a permanent peace. 3d.
