Sir In conformity with your order, authorizing me to· raise another Mounted Company for Laredo, I proceeded to the task without delay; and have succeeded in enrolling forty men, who are now at this point, well mounted, armed and equipped. Genl. Tay- lor has furnished the necessary supplies; and I shall continue to re• ceive my stores, under his order, from Comargo. I expect in a short time to complete the company, and to report its organization. I should like to have it increased to one hundred men, if it can be al- lowed. The country abounds in Robbers, and I know of no way to put them down, unless our mode of warfare be changed, and more energetic and decisive measures be adopted.- With Three hundred men I feel pretty confident that I could put down these Guerilla parties and maintain tranquility and safety, if allowed to act upon my own discretion. The news is here that Santana is dead; it is prob- ably true. Genl. Taylor will leave very soon, as I am informed, in~ formed, [sic] for the United States- Yours respectfully M. B. Lamar. Dear Sir Since our conversation on the subject of exacting the wheel tax from persons trading to this place, I have come to the conclusion that it ought not to be collected in as much as the custom no longer exish:1 in the other parts of the country - I regard the law, therefore, as being virtually repealed; and it does not seem right to enforce it here when it is not enforced anywhere else - For this reason, I think it best to let the carts go free, requiring from traders nothing but their ferriage - Your side of the town is entitled to some revenue, and the best mode of raising it, (for the purpose of meeting the expences incident to the govermt of the place) - becomes a matter for your consideration [Endorsed] Communication to Mexican
