ORDER FOR ELECTION 76 State of Texas ) • County of Nueces ) Notice is hereby given, that by virtue of authority in me vested, an Election will be held at the Alcalde's office on the 13th day of July 1847, for Two Jmitices of the peace, one Constable and a County Commissioner, for this Precint. All free persons, who are <'itizens of this place and 21 years of age will be entitled to vote. The election will be held between the hours of 9 in the morning and 4 in the evening, with an intermission of one hour, if necessary. Mirabeau B. July 1847. Senr. Luis de la Garcia. Sir, In answer to your npplication 77 for the arrest and delivery of a Servant girl, Estefana Trevina, whom you represent as having abscon[ded] from Guerrero in debt, I have to inform you that the girl is now in this place; but that i;;he cannot be surrendered; first. because there docs not exist any Treaty between the two countries reg- · ulating such cases - secondly, the Constitution of Texas forbids im- prisonment for debt, and thirdly you have not brought with you, any evidence of her indebteilness. Besides these reasons it may be proper to remind you also of the habitual refusal on the part of Mexico to deliver up abscondinj! servants from the United StatP,s. There can, therefore, be no injustice in the reciprocation of the priiciple by Texas. If you are interested only as security for the girl it may be well for .you to notify her creditor and former masfor of the impos!!ibility of obtaining her. -
