their face and witnessed. No officer shall in any way acquire property for public use, but under a written order from a superior officer, or one in command of a separate post, who will be required to certify to the correctness of the account current of the pur- chasing or disbursing officer. Every purchasing or disbursing officer of the army or navy, shall render.their accounts every two months, making an accurate statement of what has been pur- chased or disbursed, (with vouchers,) and what remains on hand. A certificate on honor must accompany the report and account. The commander of the army and the commandants of posts and stations will be held responsible for the execution of the duties above required. 26. At the main army, and from all .the posts, military and naval, the commandants shall cause requisition to be made and signed by himself at the end of every two months for two months in advance, and also a report of the state of his command. The very minutia of the command will be required. 27. All officers of government will on arriving at the seat of government, within 24 hours after their arrival, report personally to the head of the department to which they may belong, (Sundays excepted,) and to the president within forty-eight hours. 28. No property belonging to the government is to be loaned or otherwise disposed of; and that it shall be the duty of all public officers to receive and receipt for all public property which they may find in possession of any one not attached to the service, and forthwith report the same through the war to the quarter- master's department. 29. No arms are to be loaned or issued, nor munitions of war nor any public property, to any person not attached to the army; and all officers who have on any occasion heretofore, in any way sold or disposed of any property without a written order from the proper department, will be held responsible for the same to the government as well as the individual, and the property liable to be reclaimed by the government. · 30. Any individual having in possession property belonging to the government is required forthwith to report and deliver up the same, and in default thereof shall be liable to prosecution. 31. No issues of clothing shall be made by any officer of govern- ment without duplicate receipt rolls being signed by the person drawing the same, and certified by the officer in command at the station or post where the issues are made.
