RULES AND REGULATIONS

1. No head of a department is to approve any account until it has passed the auditors and comptroller. No discharge is to be respected until it has been signed by a field officer, or commandant of a separate post. 2. No scrip is to issue either for pay or land to any adminis- trator o~· a deceased soldier or officer's estate, unless a relative and duly authenticated. 3. No ranger is to be paid for lost horse or property, nor any to be paid only as infantry who have not been mounted. 4. All officers and soldiers who have been dishonorably dis- charged, forfeit both pay and land.
