plenipotentiary and Envoy Extraordinary of this Government near that of the United States. The objects of the Mission of that functionary are generally to cultivate friendly relations with the United States, and there being others which do not admit of convenient specification in this letter, I have respectfully to refer you to such communica- tions as he will find it his duty to make under the instructions he has received, to the proper Department of your Government, on the special subjects with which he is charged - and I have also to request that full faith and credit may be given to all he shall say on the part of this Government.
