Cobbs U. S. Army 1 From the Emil Hurja Collecti~n, Washington, D. C. ~Waddy Vine Cobbs was born in Virginia, and entered the United States army, Third Infantry, on August 4, 1813. He was gradually elevated in rank, until he was made major of the Fifth Infantry, April 26, 1838, and transferred back to the Fourth Infantry with same rank. Served for ten years with same rank. WEBSTERl General Houston presents his compliments to Mr. Webster and in reply to his letter of the 6th Inst., states that the State of Texas has no motto on her coat of arms. The great seal consists simply of a Star with five points encircled with a wreath of live oak and olive branches with the words "The State of Texas." General Houston wishes Mr. Webster much success in his con- templated work and will be pleased to see it when published.- April 9th, 1846. To William G. Washington, April 11, 1846. My Dear General: I have only time to say a word in reply to your favor of the 7th inst. The management of the funded debt of Texas remains as yet with Texas, and the Government of the United States has nothing to do with it. The Government of Texas is the person to whom to make any application, but until some provision is made by the State of Texas for the payment of her debt, matters must remain as they have done for years. I can only regret that she was compelled to postpone the payment of her debts. She has means, but they are not available. If it
