the Constitution, and for reasons therein set forth, the Seat of Government was established, temporarily at the Town of Wash- ington, in the County of Washington; And Whereas, it has not been deemed expedient, in the present posture of our Foreign Relations, to return to the City of Austin; Ancl Whereas, by an Act of Congress, approved July 23d. A. D. 1842, the first Monday of December, annually, was designated as the time of their regular meeting; Therefore, be it known that I Sam Houston, President of the Republic of Texas, by virtue of the authority vested in me by the Constitution and laws of said Republic, do, by these presents, enjoin and require the Senators and Representatives, elected to the Ninth Congress of the Republic of Texas, to convene at the Town of Washington aforesaid, on the first Monday, (the second day) of December next, in annual Session. In testimony whereof, I have hereunto set my hand, and caused the Great Seal of the Republic to be affixed. [SEAL] Done at Washington, this 21st day of October, A. Secretary of the Treasury the sum of two hundred & three 46/100 dollars in Exchequers out of the fund in your hands for Executive Contingent Expense for the year 1843,-this amount having been overdrawn from the appropria- tion of the present year-and hold this as a voucher for settlement.
