To the Honorable Anson Jones, Secretary of State, &c. Sir- The government of His Majesty the King of the French, having proposed the establishment of a line of Royal Steam Packets for the transportation of correspondence and pas- sengers between Texas and France, you will proceed to Galveston immediately, for the purpose of making conventional arrange- ment with the Viscount J. de Cramayel, Charge d'Affaires of His Majesty, in reference to the proposed object; and also for the further purpose of having interviews with the English and American Ministers now at that place.
