My dear Captain, I thank you for your note received by the last mail, dated 20th September. I will give all possible attention to the situation and interest of Lieutenant Crisp 2 in my power. I have seen a report from him to the Department of Marine and regret his indisposition. Our situation at this time affords very little encouragements to our officers of the Navy. The character which he has sus- tained in service entitles him to any favor which this Government might have it in its power to bestow. For officers, however, to make any calculation connected with the naval affairs of Texas would seem to present a hindrance in other departments of life in which they might do better. The Secretary of State and myself anticipate a visit to Gal- veston, unless some hindrance should prevent it. The Secretary
