To Luther T. M. Plummer, Esq. Sir,

Your communication in reference to the detention of your son by Mr. James W. Parker, came duly to hand. In reply, I have to say, that the conduct of Mr. Parker is perhaps without parallel among a Christian people. It evinces a degree of heart- lessness totally incompatible with the common feelings of hu- manity. In a case of this kind, the attempt to swindle a dis- tressed father on account of his long lost child is in every way deserving of the seve1·est reprehension. Though I had some reason to suspect in some instances the professions of Mr. Parker, yet, until this case was presented, I had not supposed him capable of practising such scandalous fraud upon his kindred and connexions. This Government is responsible to the Government of the United States for the amount of your son's ransom, which will have to be paid under an existing agreement for that purpose.
