A VETO MESSAGE TO THE TEXAS LEGISLATURE, FEBRUARY 10, 1860 1 Gentlemen of the Senate and of the House of Representatives: I herewith return to the House of Representatives in which it originated a bill entitled "An Act to amend the Twenty-Fourth Section of an Act passed the Twenty Seventh day of August, Eighteen Hundred and Fifty Six, entitled An Act to consolidate in one Act and to amend the several Acts incorporating the City of Galveston." This act proposes to extend the corporate limits of the City of Galveston. In its application, manifest injustice will be done to that portion of the population residing in the limits proposed to be included. Debts have been created, in which they have had no voice and taxes will be levied to pay them, the burthens of which they will have to bear. These debts have been contracted by those residing in the present limits of the City. If the limits are extended, provision, at least, should be made that those to be included shall not be subject to taxation for any debts created prior to the time of the passage of the Act of Consolidation. The protest of a number of citizens who feel themselves ag- grieved by the measure is herewith presented. Sam Houston. [Endorsed]: Veto Message-Galveston Charter, February 10, 1860. 1Governors' Letters, Texas State Library. This document does not appear in the printed House Journal of the Eighth Legislature, 1860.
