impressions abroad in relation to our capacity of self govern- ment. Under such circumstances persons who were emigrating to Texas have located in different section of the U [nited] States, while others who intended to add their labors and their wealth to our Republic have declined the enterprise-because they are unwilling to risk their lives or property in a country where the laws, or the constitution are disregarded. · Whatever may be placed within my powel" to improve the con- dition of the country, shall be employed in the sole view of pro- moting the prosperity and happiness of the citizens of the Republic and its glory. The present situation of the country, I regard as not less gloomy than it was prior to the battle of San Jacinto. I will designate Thursday, the 25th inst., as the day on which I will be gratified to meet my fellow-citizens of Houston. ORDERS TO THE COUNTRY-, SEPTEMBER 16, 1842 1 On the 11th instant the enemy's force, 1300 strong, under Gen- eral Woll, took possession of Bexar without resistance. They have captured 53 of our most respectable citizens. The District Court was in session, and the surprise of the place was complete. It is not possible to define the object of the inroad. The enemy must be driven from our country, and our unfortu- nate fellow-citizens rescued. All the effective force of the fol- lowing counties will repair forthwith to the scene of action, to wit: Matagorda, Brazoria, Victoria, Colorado, Fort Bend, Fayette, Gonzales, Austin, Washington, and Bastrop. Any appeal to their patriotism under the circumstances, is deemed wholly unnecessary. It is expected that they will rally promptly to the defence of their country. The troops will assemble at the most convenient point in their respective counties, and proceed to the organization and the election of Company officers, and each .Commander will report his company by muster roll to this Department, when, without further orders, or any delay, he will take up the line of march by the most direct route for Bexar, except the troops from the last three named counties-Austin, Washington, and Bastrop-who will march by the way of Austin, in the County of Travis, and
