in which the public business has been conducted, and report with- out fail any delinquency you may discover. You will likewise give such instructions and injunctions to the proper authorities as may seen to you judicious and proper-in all cases urging the indispensable necessity of the most rigid enforcement of the laws. The militia will always be subject to the call of the collectors of customs, for the purpose of sustaining the laws and enforcing the collections of the revenue. Sam Houston.

A PROCLAMATION CALLING A SPECIAL SESSION OF CONGRESS, MAY 24, 1842 1 Whereas, events have transpired since the close of the last session of Congress which require the deliberation of the Repre- sentatives of the People; and whereas a crisis has arrived in our affairs with Mexico which demands the prompt and immediate action of Congress, and forms an extraordinary occasion for con- vening it,- Therefore, be it known, that I, Sam Houston, President of the Republic of Texas, by virtue of the power vested in me by the Constitution, do, by these presents, enjoin, that the Senators and Representatives to Congress of this Republic, shall assemble in special session at the City of Houston, in the County of Harris, on Monday the 27th day of June next, then and there to receive such communications as may be made to them, and to consult and determine on such measures as in their wisdom may be deemed meet for the welfare of Texas. [SEAL] In testimony whereof, I have caused the Great Seal of the Republic to be hereto affixed. Done at the City of Houston this, the twenty-fourth day of May, in the year of our Lord one thousand eight hundred and forty-two, and of the Independence of the Republic the Seventh.
