TO WILLIAM HENRY DAINGERFIELD 1 Executive Department, City of Houston, May 17th, 1842. To Hon. William Henry Daingerfield: Sir- You are hereby appointed a commissioner for the pur- pose of negotiating the loan authorized by the act of Congress, approved 22d. of January, 1839, entitled an act to authorize the President to negotiate a loan of one million of dollars. You will, of course, be guided by the provisions of the act, in the terms . of your negotiation. You are further authorized to receive proposals for the loan of any sum not exceeding one million of dollars, upon terms other than those set forth in the above recited act. The exigencies of the State are such as in the opinion of the President, require every exer- tion to be made for the procurement of pecuniary aid from abroad. You are, therefore, hereby directed to proceed immediately to the discharge of the duties set forth in your letter of appoint- ment. During your absence, the Treasury Department over which you have of late presided, will be administered by an Acting Secre- tary.
