To the Honorable, the Senate: In compliance with a resolution of your Honorable Body, calling for information, I have the honor to transmit herewith copies of instructions issued to the naval commissioners, and correspondence had between them and the Department of War and Marine ; 2 also, copies of correspondence between the com- missioners and Post Captain E. W. Moore ; 2 also, copies of correspondence between the Department of Vv ar and Marine and Commander J. T. K. Lothrop; 2 also copies of correspondence between the Department of Vv ar and Marine and Lieutenant Charles B. Snow ; 2 also a copy of a communication addressed to the Department of \Var and Marine by Col. James Morgan, while off the coast of Yucatan in May last; 2 together with estimate of funds necessary to keep the veRsels of war now in the port of Galveston in ordinary for one year ; 2 and copies of the letter of instructions from the Executive to the naval commissioners and the President's proclamation in relation to the conduct of Post Captain E. W. Moore. 2 When the Senate shall have perused the accompanying in- formation, the Executive respectfully requests that they cause it to be transmitted to the House of Repr~sentatives. Sam Houston.
