Senate, cast the deciding vote in favor of the resolution, although he had voted with the noes. On .motion of William H. Jack who seems to have been the instigator of the resolution, Houston's message was referred without having been read, to the Committee on Foreign Relations. The message was never printed in the "Senate Journal."
