NOVEMBER 1, 1843 [ This document is filed with Colonization Papers, and is copied into the Executive Recorcl Book No. 48, Texas State Library.] THE CALL FOR THE REGULAR DECEMBER MEETING OF THE EIGHTH CONGRESS, NOVEMBER 4, 1843 1 BY THE PRESIDENT OF THE REPUBLIC OF TEXAS A PROCLAMATION WHEREAS, the Congress of the Republic by their act dated the 23rd day of July, A. D. 1842, designated and fixed the first Monday of December, annually, as the time of their regular meeting: And WHEREAS, by virtue of a Proclamation issued on the 21st day of November, A. D. 1842, in accordance with the pro- visions of the Constitution and for causes therein set forth, the seat of government was temporarily established at the town of Washington, in the county of Washington: And WHEREAS, it has been deemed inexpedient, in the ab- sence of any legislative action on the subject, to return to the city of Austin, situated as it is upon the extreme frontier, until the establishment of a satisfactory and permanent peace (nego- tiations for which are now in progress,) with Mexico, and with the warlike tribes of Kioways and Comanche Indians, and others, who have, until recently, infested that frontier with their depre- dations and murders: Therefore, be it known that I, Sam Houston, President of the Republic of Texas, and Commander-in-Chief of the Army and Navy of the same, by virtue of the authority vested in me by law, do, by these presents enjoin and require the Senators and Repre- sentatives elected to the Eighth Congress of the Republic of Texas, to assemble and meet at the town of Washington, in the county of Washington, on the first Monday, (the fourth day) of December next, in annual session. In testimony whereof, I have hereunto set my hand, and caused the Great Seal of the Republic to be affixed.
