To COLONEL CLARK L. OWEN 1 Executive Department; Washington, March 13th 1843. To Col. Clark L. Owen: Sir - You are hereby authorized to adopt such measures and pursue such course in relation to the Mexicans who are hostile, suspected, or who occasionally visit Victoria, and the frontier, as you may think the necessities of the country and its security may require. Should you deem the declaration and establishment of martial law necessary for the attainment of the desired objects, you are ·authorized to make [the] proclamation and enforce it by such means as circumstances may demand. The peculiar, detached and exposed situation of that section of the frontier may demand and authorize extraordinary exertions to afford security to the citizens, which, under other circumstances, would not be sanctioned.
