Sir-In performance of your duties under your appointment to collect Indian prisoners, &c., you may find it necessary to purchase or procure, clothing, blankets, horses, and provisions for them. You are therefore hereby authorized to make such purchases or procure such articles as may be necessary to carry out the provisions and objects of the law under which you act.
