United States, in this article, from other nations, I would most earnestly recommend the Honorable, the Senate, so to modify or amend the V article, as clearly to express the fact that the con- cessions made therein were for a valuable consideration, and not as might now be contended, gratuitous and free, and therefore common to all those powers with which we already have, or might hereafter form commercial treaties. A very slight alteration in the language of the article would effect this desirable object, and as it would render the treaty more acceptable to the United States, it is presumed no additional delay would result in its ratification by that government.
